It is a little backwards...but the study leave students are the good ones, and the few exceptions that are so very very far behind and have missed so much time for various reasons have to stay and are now the oldest in the school besides the sixth form, so with age comes maturity or something...*shrug* Prefects don't keep order anyway, they suck.
